Canon Law
The term used to describe the law which governs the internal matters of the Catholic Church.
Credible Allegation
An allegation with a “semblance of truth,” meaning it appears to be or could possibly be true. There is a presumption of innocence until and unless an individual is proven guilty.
Inconclusive Allegation
One that has been investigated by competent authorities, but the evidence does not indicate whether or not the allegation is true. This may be the result of an investigation with either little or conflicting information.
Laicization
The process in which a priest is returned to the lay state. Papal declaration that a man has lost his rights and obligations associated with the priesthood.
Leave of Absence
A time-period when a priest or deacon takes time away from ministry at the direction of the bishop.
Non-credible Allegation
One that is determined on basic information not to have a semblance of truth, meaning it appears implausible to have occurred. For example, an allegation may be determined to be non-credible if the accused individual was not serving or present at the time the abuse was alleged to have taken place.
Restricted from Public Ministry
A clergy member with a credible allegation against him is not permitted to continue in public ministry during the time of investigation. While restricted, individuals may not represent themselves as clergy members, wear clerical attire or exercise any form of public ministry.
Substantiated Allegation
An allegation that is confirmed by sufficient evidence establishing reasonable grounds to believe that the accused individual perpetrated the abuse.
Unsubstantiated Allegation
One that has been investigated by competent authorities and the resulting evidence does not corroborate it. An unsubstantiated allegation may be the conclusion of an investigation when the evidence does not appear to show it to be true. For example, an allegation may be determined to be unsubstantiated if the evidence contradicts or fails to corroborate it.
Safe Environment Training Program
A safe environment training program to help people recognize the signs of possible abuse.
Vulnerable Adult
An adult who is unable to understand or resist sexual abuse. Or, an adult who is subject to sexual abuse by someone who inflicts it by using authority, threat or force.
